Ingredients

• all-purpose flour, water, ground mutton or beef, onion, garlic, cumin, salt, black pepper

Instructions

1. Prepare a simple dough
2. Mix meat with minced onion and spices
3. Roll dough into circles
4. Place filling and pleat the tops closed
5. Steam for 20 minutes
6. Serve hot
