  1. 1. Cook rice with coconut milk, water, pandan, and ginger in a rice cooker. 2. Prepare sambal by frying a paste of dried chillies, shallots, garlic, and belacan (shrimp paste). 3. Fry the ikan bilis until crunchy. 4. Assemble by placing a mound of fragrant rice on a banana leaf. 5. Surround with the various sides and a generous spoonful of sambal.
